Vincent doesn't need to go under the water to attack S3, so fortunately there is no disadvantage. Vincent hits and hits hard and kills the reef shark.
The only adversary still visible to those who are not under water (or who don't pop their head under) is S2. Villagers 2, 4 5 and 6 are still alive.
Vincent can (but doesn't have to) give a command to any specific villager and he can (but doesn't have to) pop under the water to see if he can see where the hidden shark and sahuagin are (DC10 sees the closest creature, DC12 sees both hidden creatures).
Tharhun, Reguh, Villager5, Beatrice and Villager2 are up in whichever order that they post.
Aliez leans against one of the stands along the path, "Shouldn't we be getting out of here? Guys?" Well I ain't getting in the water with sharks. Little crazy lady, go get them. You got this." Giving a bardic inspiration to Beatrice (1d4) and will just wait. If anyone starts going for a way off the island she will follow them.
Beatrice flashes a bright grin towards Aliez, before running as close to the waters edge as possible and throwing one of her javelins at S3. She will then ready her other javelin if one of the other sharks comes near her, and keep an eye out for the sahuagin.
Reguh rubs his well kept beard for a moment before firing a firebolt Attack: 8 Damage: 6 at S2. He’s not sure of the effectiveness of this but doesn’t feel he has too many options at the moment
Raising his head above water, Oden points to V4 and looks at those on shore to say: "The fish-face is just behind that red-haired, red-bearded dwarf lady." (I'm assuming she is facing north, since she was swimming in that direction)
Vincent will whistle towards villagers behind him to come closer. End of turn.
I'll take that as meaning Vincent whistles at V6 to come towards him (double dash, no other action) which V6 will do on her turn.
Villager5 panic check: 7
Villager2 panic check: 18
Villager6, Elanza, Joao and Shark2 are up.
Villager6 swims to shore and fortunately nothing gets an opportunity attack on her. She is in shock, but stammers "thank you... I will remember your bravery" and starts stumbling towards the docks.
Elanza runs up to the collapsed bridge and dives in and immediately comes face to face with the sahuagin. She makes two attacks with her spear (using two hands): Attack: 16, Damage: 13 and Attack: 25, Damage: 11
Joao runs as far as he can using his movement, but does not make it to the water, and he throws his spear (disadvantage because attack is at long range (spear is 20/60)) Attack: 15, Damage: 10
Elanza kills the sahuagin with two very good hits and the sharks stop attacking.
With some very nice hits from Elanza (including a crit that she didn't need), the immediate danger is vanquished and the three remaining villagers make it back to shore. [Sorry a NPC finished the fight, but that is how it rolled out.]
The other villagers who made it back also start heading towards the docks. Villager 5 stops when he gets to Oden and gives him a golden bracelet, saying "thank you and the rest of the militia for saving the island, please have this" (it is worth 25GP). [He appears confused, recognising Oden from his previous work and making an assumption based on that].
Anyone who looks across the channel and passes a DC8 perception check sees:
More sahuagin have made it to land further along the coast and appear to be heading to the other bank. Your hopes of escape this way are looking grim.
Oden approaches Ervalin, giving him the bracelet: "This was meant as a reward for the militia. Keep it. For those who have fallen." Looking across the water, Oden's face darkens. "Too many Sahuagin on the other bank. This looks more like an invasion than a raid. I hope everyone got away safely. We should head to the docks, maybe there's still a boat for us."
Oden approaches Ervalin, giving him the bracelet: "This was meant as a reward for the militia. Keep it. For those who have fallen."
Odin: Ervalin nods and thanks you "if we ever make it off the island, I will use it to help those who have survived this disaster to rebuild," he looks to the west and the water that is slowly encroaching on the houses and picks up his pace to the docks, saying "it looks like we will have to settle somewhere else than here because in about half an hour Flora Isle will be under water. C'mon, lets get out of here and find the rest of our family." From his tone, it seems Ervalin may be re-examining the view he has had of you since Yrashiae died. You don't hold it against him that he blamed you for her death, especially because you blamed yourself too. [I think I got that right from your backstory - if not, let me know and I'll update it.]
Everyone: I'm going to assume that you all use your action and movement to double dash to the docks, following the rescued villagers. If so, I'll have the order you arrive based on your movement speed and distance from the docks. If you want to go elsewhere or do something else, please let me know.
Reguh: Steve says to you via telepathy "You and the other people killed a big fish. Fish-fish are yummy! Even big-fish-fish. I tried eating a stinky-fish-person once. It wasn't yummy! Are you and the other people going to eat the big-fish-fish? I'm hungry!" You have fed Steve recently, so there is no reason he should be this hungry, though he is a (flying) cat.
Anyone heading to the docks should roll initiative and read the following:
One of the caravels and one of the skiffs has left the docks already, both full of as many fleeing locals and visitors that they could fit.
One caravel remains moored to the waterlogged docks. Its crew members are battling two sahuagin and four giant crabs with vicious pincers, as they attempt to board the vessel. There is also an empty skiff moored on the same jetty. The sahuagin and crabs have stopped any of the remaining villagers from boarding either vessel.
A young villager wearing a bloodstained white robe stands back from the fight and screams an incantation, calling a burst of golden flame down on one of the sahuagin. As you arrive, he turns to you, clearly frightened.
“Are any of you wounded? Those sailors need help, but I can’t get close enough to heal them. But if I heal you, will you please help them?”
Oden:
As a local, you know this white-robed figure is Aurelio, a teenage acolyte with light brown skin and dyed-orange, shoulder-length hair.
Vincent:
You recognise the clothing as those of an acolyte and you recognise his symbol as that of Kord, the Stormlord.
Tharhun, seeing the villagers being attacked, rushes towards them to assist, using his turn to pull people out of the water, taking any AoO form enemies that would be directed at them.
This post has potentially manipulated dice roll results.
Maltake heads to the docks. He feels conflicted. He's been trying to keep a low profile in town for the past several days but now in the ensuing chaos he feels so alive. He joins the other strangers, not to save the villagers but more to join the violence. If the villagers get saved though his actions then so be it.

Vincent just finished off S3, so I'll assume Beatrice attacks S2, and she hits
Reguh's firebolt misses unfortunately.
