Since it's an animal handling check, I'll treat it as different from talking (eg. not persuasion, intimidation, and such) - otherwise, talking is allowed on other creature's turns, in reasonable limits.

Sounds perfectly reasonable. Cade would still say what he said to the frog, just wouldn't be able to do the movements and such for animal handling until his turn. I would hope that it might distract it a bit.
Thurakk only watches in confusion as he watches Case speak to the frog, shaking his head before he moves to go into the water until he sees another frog try to attack one of his group. He grips his shortsword and gets into a stance.
As the frog climbs out of the pool, Cade speaks to it, confusing it a bit. While it does not stop heading towards you, it has not yet engaged any of you. You are able to move back safely without taking opportunity attacks, if you so wish to.

She still has her magically imbued stones in her hand so she throws them at it (dont think I get two with this but I'm not sure so rolling both, count first only if that's the way) and she then raises shield ready for an attack.

Kane... casts Fire Bolt, hurling a more of fire at the frog, dealing four damage.
Giant Frog... As the giant frog climbs out of the pool, it is instantly met with a rock and fire, and looks extremely hurt as both attacks land. The frog very quickly turns around and dives back into the pool. It is in no shape to continue fighting, so it retreats.
Cade... make your action, although if you wish to end combat, you can do so.
