Ritha (Yep, just put the attack in for Kass just in case the save was enough.) Ritha strikes at the harpy fruitlessly trying to attack Kassiopeia. Her first strike is meant to draw out the harpy, as it hits only air, but sets up the second strike, where Ritha cleaves deep into the harpy's chest, ending her.
Xerronios Turns to one of the remaining two harpies and attempts to convince it to turn on its companion. She turns away from Xerronios and leaps from the spire, flying away and circling upwards.
(I was not actually sure what to do with this one. She failed the save, rolling a 2, so was affected. But all that was said was she was suppose to stop the other harpies, before they stopped her. They were her rivals, not Xerronios. It wasn't like harpy go do this task. It was just see the other harpies as her rivals and stop them before they stop her. Well I had her fly away, as attacking the other harpy would have been more dangerous.)
Kassiopeia Has her spiritual weapon strike the last remaining harpy, which is near Io, wounding it badly.
Harpy Seeing itself alone against the group, the last remaining harpy claws and bites at Io, then turns to flee. Bite. Melee Weapon Attack: 11 to hit, reach 5 ft., one target. Hit: 2 piercing damage. (add 2 if a crit.) Claws. Melee Weapon Attack: 16 to hit, reach 5 ft., one target. Hit: 5 piercing damage. (add 3 if a crit.)
It then attempts to fly away. Io can get an attack of opportunity as it does so.
Io misses, the harpy fluttering up into the sky. Anyone with a ranged attack, or a spiritual weapon, can still get an attack in this next round. It seems to be fleeing though, so let me know what you do...
Even as the harpy starts to feel freedom is within its talon's grasp, Io's spiritual shards rip into it from behind, and a ghostly hands grips the already-falling harpy. It plumets down, way down, and out of sight, spashing into the water far below.

On the top of the spire you find... The harpies roost amid the immense spires of the island in nests built from the debris of hundreds of shipwrecks. Known as the rookeries, they sit jagged and jutting, hanging precariously from the tallests splinters. Snapped masts, shattered hulls and mutilated figureheads protrude from the spray of splintered wood, rusted iron and tattered cloth that make up these chaotic structures.
Cries for aid come from where these structures hang over the edge of the spire, the cages holding the captured sailors out of sight, but dangling from the bottoms of the structures.
Io says to the sailors, "Don't worry and stay calm! We have killed the harpies and will find a safe way to rescue you. Don't panic, you will all be saved!" He couldn't help but wander if Mirrie had come through here. He assumes the Harpies, if they attacked her, would have most likely been turned to stone by her curse. If they did manage to capture her though, she would have turned even more of them to stone before escaping.
"It will be dangerous to get them down from there," Ritha observes, studying the spires to see whether or not they would safely hold anyone's weight in their half-destroyed state. "Those structures must be stable enough for us to climb them if they can sustain the harpies' weight when they roost. But then again... those creatures could merely take flight if they were to snap. Oh, Thassa... I am a creature of the sea, not the sky," she mumbles.

Kanlos keeps his bow at the ready and eyes on the skies. He doubts there will be much else in the way of predators with the harpies roost here, but he wanted to be sure they weren't surprised by additional harpies while trying to rescue their comrades.

Xerronios goes to the edge and looks at the cages through his glass, trying to determine if they are fully enclosed, locked. What kind of enclosures are they? He will then examine the roosting structures, trying to determine how strong they are.
The cages appear to be hanging from a length of weathered rope. From the looks of it, the cages were likely filled atop the spire, then just shoved over the edge. Going by the fact some ropes hang there, with no cages on them, it is likely that some of the ropes didn't last through this process. It does not look like any of the missing sailors are unaccounted for though, so at least there is that.
From what you can tell the rookerie would likely hold your weight, as long as all of you didn't go in at once. It also appears that, if you could get a line on one of the cages, you could pull it up to the top of the spire where you are standing.
Xerronios lowers the glass then turns to his companions, explaining his deductions. "I think our best option is to shoot a rope into the cages...tie one end to the arrow, hold onto the other end. The sailors could make their end fast to the cage and we just haul them up. What do you all think? Who's our best shot?"
"Kanlos and I are probably best suited for that job, although my crossbow has enough power to shoot right through the cage. It might be better to simply use my grappling hook and lower down a rope carefully,"Ritha suggests. "It will take time, but be safer for the sailors, I believe."
A note, the cages only hang maybe ten or fifteen feet below, not more than that. A grappling hhook will likely work just fine, and not risk shooting a sailor by accident. It is going to be a dex check to hit the cage, though the Sailor inside will be able to aid in the securing of the line. So give me a straight dex check for whomever is attempting this.
Climbing into the rookerie, Ritha approaches the first cage. She prays to Thassa before she makes the attempt to lower the hook: "Thassa, lend your mercy to these men in need..."
Ritha DC is only 10, so you get the rope at least close enough so that the Sailor can grab the rope. You do not need to climb into the rookerie to do so though, as doing so would not allow you to get the rope there. From atop the spire is good enough. Now athletics to pull it up.
