Huh, I just double checked, and you can use metamagic when it says "you can cast..." on a magic item. And you can also cast Conjure Elemental as an action. Which is bad news for me.
Balzumin, a creature of habit, will chuck out another Synaptic Static (out of range of Distant Counterspell).
