A small flower pot prepacked with soil and sealed shut with wax-sealed cloth. All around the top lip of the pot are painted arcane markings of unknown meaning

Upon returning to town, Wick will help update the town militia and show the Winter Wolf Pelt as proof of their hunt.
The Watch commander is surprised to hear that the party took such initiative all on their own, clearing the roads of what, judging by the size of the pelt, was an incredibly dangerous beast. "And without any promise of reward, no less! Remarkable. To think you simply overheard a few of my men talking over a drink and took it upon yourselves to lend a hand. Truly remarkable! Ordinarily I should discipline my men for speaking of watch matters in a public space, but perhaps I ought to consider paying them a bonus - encourage such help from motivated villagers more often..." He thanks Wick (and any who accompany him).

Probably better to pay the bonus to the folks what actually did the deed, eh? If folks think there's coin in it for 'em, they're more likely to take the initiative again in the future. Plus, then it's up to us to decide if or when we should pay... and how much, right? Make these ones the example and build 'em up to the town. That way, more of their ilk might try to live up to the example and we get some free help with the nastier jobs. Just pay the ones who actually do something worthwhile."
Eyes widening in comprehension, the Watch commander nods in agreement before addressing the party, "Ah, erm, yes! Quite. Of course! It is only fitting to reward you fine fellows for completing such a dangerous task on behalf of the town. To that end, please, accept these coins as well as my personal promise to ensure the village is aware of your deeds! In fact, should you ever desire such jobs in the future, feel free to stop through and check in with me."

He may attempt the feat himself by making an Arcana check - though this requires that he has proficiency in Arcana - or by casting the spell Identify.
He may attempt to locate a library (make either an Investigation check or a Persuasion check to locate one) and research either the magical nature (such as visible runes) or the history of the item and make either an Arcana check or History check with a bonus based on the quality of the library.
He may convince a wizard/scholar/sage (requires either an Investigation check or Persuasion check to locate one) to identify it for him, though such a service may involve paying a fee, trading favors, or performing a side quest via skill checks.

Raja is able to learn that a scholar of the Arcane University has recently arrived in town. The Elf in question, a wizard named Elaric, proves surprisingly amenable to the request, examining the clothes without asking a fee.
After a brief but thorough examination, the scholar hands the outfit back to Raja, explaining that these are Clothes of Mending and detailing their general nature to the Tabaxi.

As Raja accepts the clothing, the Elf gives him a contemplative look. "You seem the sort who finds adventure wherever he may travel. I am visiting this town while I prepare for a future project and, though I have not decided at present that I will require aid, the probability is that I will find additional muscle to be necessary. Were I, in the near future, to offer a you - and any companions you may have - a commission that promises both danger and reward, would you be willing to hear me out?"
Glancing back and forth between the (suddenly?) two party members, the scholar simply states, "I am not yet prepared to engage anyone's services." Leaning back slightly in his chair, he adds, "However, that may change in a few days' time, in which case I will either find you or leave word for you. You are staying at this inn?"
To Griffen, the Elf nods a greeting, "I take it, sir, that you accompany this good Tabaxi? I may be willing to share some arcane knowledge, though it would help to know what you seek. Have you an interest in a particular school or ability?"
"The Tabaxi is indeed a companion of mine. I am but a novice in the magical arts and know nothing but how to bend energy to my will to protect myself or fashion it as darts. Any spells or invocations you can share would be helpful! Maybe we can start with how you knew about my friends clothes there?"
With a friendly smile, the Elf chuckles, "A novice in the Art, eh? I'm afraid that the most beneficial thing I could do is encourage you to seek admittance to the Arcane University in the city of Adaern. Aside from that..." The Elf pauses to look Griffen up and down with a surprisingly piercing gaze.
Nodding, he continues, "You appear to be one who mixes the magic and the martial. I just so happen to know of a spell which does the same. When harmed by elemental energies, the spell allows one to absorb some of the particular energy encountered, granting not only a brief resistance to the element in question, but also infusing a portion of the energy into the next swing of a weapon. I would be willing to teach you, but it would cost you time, coin, and the promise of a favor. The amount of both time and coin depends upon your apptitude for Abjuration. What say you?"

The only payment Elaric is asking for himself is a favor (such as accepting a side quest in the future) to be called in at a later date. In addition, by having one familiar with the spell teach you directly, the process is faster and less expensive than trying to learn from a stranger's spellbook discovered in a dungeon - in this case, either 2 hours and 20gp or 1 hour and 10gp if you've specialized in Abjuration.]
