Demalis, with your Insight, you think that this entity is serious about what they're saying.
As the spirit talks, you hear the door open and a physical man resembling the Mayor enters. He turns to everyone, asking "What are you doing in my study," before seeing the spirit. "Be gone! We have enough trouble around here."
The spirit turns into an incorporeal form and sighs. "Fine," then vanishes.
The Mayor turns to everyone, eyeing the group for a moment. "You must be the folks Vincent sent. Thank the gods you're here. Ghouls, ghosts, and spirits have made Berdusk uninhabitable. The animals went rabid, the crops were rotten and poisoned. People began turning on one another, hanging honest citizens fearing they were the hag or warlock responsible.” “Fear took over our city, nobody would listen, not until the dead began rising from the grave. I ordered an exodus, relocating most of our citizens to Easthaven for the time being, but many refused and stayed behind. They’re proud people who want to tend to their shops and homes. I just hope they survive. If the rumors of the Night Masks being responsible are true, this could destroy our city.”
Those who want to make a history on the Night Masks can do so. Rotthran and Sybil get advantage on their History checks.

Sybil attempts to hides her warlock rod farther into her cloak.
Sybil, you've heard of some stories about the Night Masks.
The Harpers have noted that the Night Masks were once a thieves guild led by the vampire Orbakh, a Manshoon clone. However, they were destroyed by the Fire Knives, an assassin's guild out of Cormyr ...
As you reflect on the Night Masks and the information from the Harpers, the room stops and everything turns grey.
Bill smiles and points to the mayor. "Well warlock, glad to see you here. Mirt's fine by the way. The vampires of the Night Masks were destroyed, but there's a council and seeks to rebuild what they lost. One of them happens to be in this city. I'm sure they won't be a problem for you. I'll keep an eye on Waterdeep for ya. Until next time!"

Meep and Rotthran, you both have heard of the Night Masks.
Meep
From the book in your library, you've heard that the Night Masks were a thieves guild out of Westgate that was led by a vampire and had over 3,000 members until that leader culled the numbers to about 900. The Night Masks were later exterminated by a rival guild. The Fire Knives, out of Cormyr. The leader, Orbakh, was one of the clones of the wizard Manshoon and evantually took up the mantle. The book also notes that it's possible some vampires would restart the guild.

Sybil takes a moment to pinch the bridge of her nose as she tries to focus her thoughts, "Looks like we have a weed-like issue. The old ancient group rebuilding itself. blah blah. So are we going to dragged into this?"

The mayor nods. "My initial offer is 500 gold pieces and my daughter's hand in marriage. I can increase that to 700 gold pieces and my daughter's hand but nothing more. If you accept, I just heard that the bartender Gark, who runs the Twisted Tiefling, has several mercenaries ready. Our future rests on you getting to The Tiefling Twister in one piece. There are three possible routes to The Tiefling Twister from here, none of them easy."
As the mayor finishes speaking, the doorknob turns and standing there is Vivian, a young woman with innocent eyes and donned in the same robe as Meep though it fits her person.
"So these are the adventurers who are going to help us, father?"
"Yes my dear," the mayor responds.

Delmalis shuffles nervously away from the lady and keeps his eyes turned away from her, "Just to be clear, these mercenaries are set to help us? Or are we to battle them?"
Thinking inward to his mental cohabitant,
"Any suggestions on finding and killing vampires?"
You get an image of a green dragon sitting in thought for a moment. "Vampires. Nasty things, even a kender vampire is ... sorry. I almost went on a tangent. I suppose you can look to the usual methods of killing vampires. Stake at the heart, decapitation, sunlight. Running water also hurts it. And you'll want to hurt him fast as he can regenerate and can call on swarms to help them. As for finding vampires, that's a bit trickier. They're undead, so if you have any method of tracking undead, you should use that."
The mayor turns to Twitch and responds," The main road would normally be the way to go but it’s been taken by wolves hiding in the fog. If you want to avoid the main road you can always take the alleys, but there’s something hiding its shadows. Whispers and laughter have been heard and that’s been enough to eliminate that as an option for most people. The quickest way to The Tiefling Twister, however, is through the graveyard. It’s also the most dangerous. We don’t know what’s in there because nobody ever comes back. I can only imagine the horrors inside. And no, the mercenaries are going to fight alongside you."

Rotthran gives Meep a slight smirk.
"Perhaps this venture might be worth the hassle after all, Rotthran. Beats dealing with pretentious back-stabbing nobles," he mutters to himself as he withdraws one of his silver daggers and watches the reactions of the mayor.
Delmalis shrugs slightly to himself, "Graveyard might be the quickest and preferred. But clearing the main road or alleys would be of more help to the townsfolk. We're here to help the people, so I think the main road would be best, wolves shouldn't be too hard, and it'll clear an evacuation route for anyone who might still want to."
Meep, as you say that, the mayor nods. "Yes, Trench told me all about your graveyard exploits." Rotthran, you get the sense the mayor isn't trying to hide anything and that he's worried for his city.
His eyes perk up at Twitch's suggestion. "Wait, you want to do all three?"
Vivian chuckles at Twitch. "We'll only have time for one, but perhaps we can go back and clear those later."
