I would treat the web as an object, and as such would be difficult terrain for the hound. If the hound is still in the web affect because of the difficult terrain, it takes the force damage like its feature details. The hounds feature replicates incorporeal movement features that ghosts have, and I doubt a DM would let a ghost get stuck in a web.

What the web is or isn't is not really the question. It has a magical spell effect which can apply the restrained condition on any creature in the area or which enters the area. The hound is a creature.
A Ghost has immunity to the restrained condition, and thus is unaffected by the spell. The hound has not been given that immunity, so can be trapped by Web. Any creature trapped in the web can use its action to attempt an escape, which the hound would likely attempt to do in order to continue its murder-mission.
Personally as DM I would grant the hound advantage on any check to escape a Grapple or restraint or similar - to reflect its vague phasing abilities. But it is not a full scale ghost that can wander in and out of the ethereal plane at will.

Bobby, I don't know why you think everything in the game fall into 3 categories and none of those categories are "an effect". But that isn't the case.
