Yes. Although it doesn't benefit as much from it as a typical caster.
How so? Just because it's hands are more likely to be free?
Well, for starters. Overall it is because it it is more likely (almost guaranteed) to have a free hand, and has only AOE spells that are hard to target only 1 creature with. So really it only benefits from advantage on concentration (1 out of 3).
My statement that it benefits less would still be true even just for the part you pointed out.
Hold Person is the only OA-eligible spell with War Caster, I agree its not a robust spell selection, was just curious whether you were taking the position that Elemental Spells weren't spells (which you aren't).
But, over half of the Elemental Spell options are Concentration, which is the main benefit that many casters take War Caster for. So, there's that.

cool thnx. the idea for this build is a monk/warlock,so getting access to warcaster at monk 4 before taking warlock gets it faster.
