If you are a Mountain Dwarf (who has Dwarven Armor Training, granting proficiency in light and medium armors), then yes. If you are any other Dwarf subrace, then no, unless some other class or feat is giving you light armor proficiency.
Armor Proficiency. Anyone can put on a suit of armor or strap a shield to an arm. Only those proficient in the armor's use know how to wear it effectively, however. Your class gives you proficiency with certain types of armor. If you wear armor that you lack proficiency with, you have disadvantage on any ability check, saving throw, or attack roll that involves Strength or Dexterity, and you can't cast spells.
Only if you make it a Mountain Dwarf. They get medium and light armour proficiencies.
The other Dwarf subraces only don't get their speed reduced by wearing armour - that's it. The speed reduction from armour isn't from the lack of proficiency - it's from a lack of Strength. If you are not proficient in the armour it will still prevent you from casting spells.
Alternatively, if you're not picking Mountain Dwarf but still want light armor proficiency, take a look at the Bladesinger Arcane Tradition which will get you the proficiency you want at 2nd level.
I did choose mountain dwarf. I changed the origin ability bonuses to dex and int. I also changed weapon proficiency to hand crossbow and shortsword. I still went with a sage background. I was worried even though I was proficient with light armor it would interfere with spell casting. Thank you all for your input.

The only restriction you have to worry about is that if you want to cast spells while wearing armor, it has to be of a type you're proficient with. It doesn't matter how you gained the proficiency. It could be from multiclassing, from a racial feature, class ability, feat etc.
I have a question. I want to create a dwarf wizard. The question is, can I use light armor and still cast spells?
Thanks

I'm going to make this way harder than it needs to be.

Partway through the quest for absolute truth.
You can also grab the lightly armored feat at level 4. Just covering bases.
Or Hobgoblin.

True, but I never heard of a dwarf wizard that was a hobgoblin.
I have! One that used Alter Self!
Pfft. You’ve never played a Hobdwarfgoblin? Newb.

Then you'll really be surprised when you meet one that's a githyanki.
Take a 1 level dip in artificer or cleric and you’re good in a lot of ways.
