Question: If you're a 13th level Cleric who prepares the sixth level spell "Heal", then cast it at sixth level during combat, could you then cast it at seventh level on your next turn if you have not already expended the spell you prepared for that seventh level spell slot? Yes, you can. The spell level sets a sort of lower constraint for the spell slots available for that spell. Then, you expended the spell slots, not the "prepared spells".
In the spell description of Heal there is also the section "At higher levels" which means that there are additional benefits for the spell when cast with higher spell slots.
Not sure how that works, I thought when you cast a spell you selected a slot. If you mean can you cast it at 6th level one turn and then at 7th level the next, using the 6th and 7th level slots (if you have them available), then I don't see why not?
The slots and the spell's prepared are not connected. You can have 1 seventh level slot but have a dozen 7th level spells prepared.

Yes and it would be even better as the spell will scale with its casting level.
