Well, there is nothing constraining the dread ambusher feature to be used more than once in a turn. It can be used every time the character takes the attack action in the first turn of combat.
So it is can be used twice with action surge, but not with extra-attack.
Whenever you see Mike Mearls and Jeremy Crawford give differing answers on a "how does this rule work?" sort of question, it is important to remember that Jeremy Crawford is the person actually in charge of providing the official rules question answers, and Mike Mearls is only ever answering in a capacity equal to that of literally any other DM you ask for their opinion; he'll tell you how he'd run it, not what the book actually intends to be the "normal" way of doing it.
And then, after you've had their answers, you do the smart thing and figure out which one you actually agree with, because "official" or "how a guy that works at WotC would run it" aren't always synonymous with "best fit for my group."
As per their own admissions, none of WoTC Dev twitter are an Official rule source, only Sage Advice Compendium is. But they can help out on RAI when not too conflictual :)
1) On your first turn of combat (sorry 17th level Rogues that get two whole turns in the first round)
2) When you take the attack action during that first turn, but only on that attack action (not on reactions, not on bonus action attacks).
Not only would I let you get the extra attack and the extra damage during your Action Surge, but I would also let you take the extra damage if you happen to be hasted (but not the extra attack - because the spell Haste clearly states you get an extra attack action but only one attack in it.)

Jeremy is the rules master. Mike is just one of the lead game designer. What Jeremy says is “law” when it comes to official rulings.
