Why do people keep asserting that anything Jeremy tweets is gospel? WoTC have said many times that his tweets do not count as rules or official material, they are just his own personal opinion. Most of it isn’t even common sense.
Forums are a place to share opinions and a lot of people value the opinion of the lead developper wether on twitter or podcast.
I'd say most of it is common sense being simple Q&A that can even inform RAI but it's otherwise not official ruling like Sage Advice email or Compendium.

Elves don’t need to sleep. Instead, they meditate deeply, remaining semiconscious, for 4 hours a day. (The Common word for such meditation is “trance.”) While meditating, you can dream after a fashion; such dreams are actually mental exercises that have become reflexive through years of practice. After resting in this way, you gain the same benefit that a human does from 8 hours of sleep.
I'm not sure it says that humans need 8 hours of sleep when the long rest bit clearly says you only need 6 but that a different issue.
M3 helps a little bit with clarifying trance. The wording for Eladrin etc. for trance changed a bit, now it just states, that trance allows you to finish a long rest in 4h.
I don't really like the new Trance wording as I separate a "Long Rest" from "Sleep"

If I did it the way you just said I would have two party members finish a long rest and have to wait 3 more days to do any quest because the bard needed more rest.

I'd say in any situation where someone's "in a trance," they're not really aware of their surroundings. Like, that's what it means. That's *all* it means. But D&D often disagrees with the standard definitions for words.
If you were gonna roll anything, I think you ought to roll a concentration saving throw.

It really depends on what you want as a DM Eladrin Trance states that "You don’t need to sleep, and magic can’t put you to sleep. You can finish a long rest in 4 hours if you spend those hours in a trancelike meditation, during which you retain consciousness." which implies that they are aware of their surroundings but elves in the PHB states "Elves don’t need to sleep. Instead, they meditate deeply, remaining semiconscious, for 4 hours a day" semiconscious definitely has a lot of wiggle room
Personally I figure they where clearing up the wording in later elves hence the difference in wording on the Eldadrin so that would imply an awareness I'd suggest using Xanathars rules for sleeping and passive perception maybe saying an elf has a +5 to notice things or can hear things while remaining asleep?
Elves are not immune to being out to sleep by a sleep potion...btw
What sleep potion are you referring to? If it's a magic item, magic can’t put elves to sleep so if it wouldn't work. Elves are still subject to sleep-inducing substances from nonmagical sources such as Essence of ether poison but are immune to magic sleep.

I would say so. You can do a perception check if you want to make it interesting.
