There are cantrips that say when you reach a higher level they do more damage. Does that mean no matter when I multiclass, if I meet the requirements, they will do more damage?
Example: Let's say I'm a level 10 rogue and level 11 I multiclass to Warlock and take the Sword Burst cantrip. Is it doing 1D6 or is it doing 3D6?
Spell scaling tends to be dependent on slot level (for leveled spells) or character level (for cantrips). The scaling rules for each of those are completely contained within the spell itself. Generally, class feature scaling depends on class levels and often include indicator words to help you remember this ("The amount of the extra damage increases as you gain levels in this class, as shown in the Sneak Attack column of the Rogue table." [emphasis added]).
Remember that spells, including cantrips, can be granted by a variety of sources and class levels. For that reason, their rules (including on scaling) can't rely on levels in a particular classes.

Cantrip damage is based on total character level. So 3d6.
