Could fabricate be used to make and sell a bunch of magic wands, and if you needed to be proficient with a tool to craft them what tool would that be? Like woodcarver’s tools?
Maybe fabricate a set of wands attached to one another tip to base with weak connections. Then break each one off and voila, multiple objects that were once a single object. Kinda like chopsticks or maybe a model kit.
The last paragraph in Fabricate makes it clear what cannot be made.
Creatures or magic items can't be created or transmuted by this spell. You also can't use it to create items that ordinarily require a high degree of craftsmanship, such as jewelry, weapons, glass, or armor, unless you have proficiency with the type of artisan's tools used to craft such objects.

With woodcarvers tools I would allow you to make non magical wands of appropriate quality to be enchanted by another process.
You can make a wand with tool proficiency appropriate to the material.
Should be noted that the spell is not clear on if it can make multiple items at a time.
Actually it is clear... "You can fabricate a Large or smaller object..." (notice the use of the word "a")
