So not sure if I would need to homebrew this or what, but is there anyway to sacrifice points into a stat to get more overall points to spend?  Like I can I make a 5 STR character if I want something like +7-9 points to split on my other stats?

Not in basic point buy, you’d need to homebrew something for that (with your DMs permission)

To be clear, you don't need to use the homebrew tools or add anything special to your character sheet.

Just use custom scores and put in whatever scores you came up with using whatever system you want.
