If I were to be using a ranged weapon, would I be able to use a shove in place of an attack, similarly to a melee weapon? For example, I shove and enemy, and use an extra attack to shoot them in the chest.
If not, and if I were to be dual wielding ranged weapons instead, would the shove still count as an "attack", and therefore allow me to use two-weapon fighting for the bonus action attack?

Off the top of my head I can't see anything stopping it so yes, that should be doable. Seems like a good way to get rid of the disadvantage.

No. It would count as an attack but it does not qualify as a "light melee weapon" and thus it won't count for TWF.
Shoves must be made against creatures within your reach. As long as you are shoving that creature from, say, 5' to to 10' away from you then yes.
TWF is melee only. You need crossbow expert to bonus action attack with a crossbow (as long as you've attacked using the attack action and used a one hand weapon). In that case, having a creature within 5' of you wouldn't cause disadvantage and so you wouldn't *need* to shove to avoid that penalty.
Yes, a shove is an attack just as a ranged or melee weapon attack is an attack (you can also swap between melee and ranged attacks within a single Attack action). It is categorised as a special attack because it doesn't involve an attack roll.
Two-weapon fighting requires you to attack with two Light weapons. Shoving doesn't involve a weapon, and so doesn't qualify for two-weapon fighting.
Just because it's come up - dual wielding ranged weapons doesn't work. Ranged weapons like the Hand Crossbow have the Ammunition property which requires a free hand to reload them. At best (if you preload them) you'll be able to shoot twice before having to put one away to reload the other.
And as the others have pointed out - Two-Weapon Fighting requires you to have two Lightmelee weapons - so that's a no deal from the start on ranged weapons.
As for the question itself - yes. Shove can replace one of your Extra Attacks so you could shove and then shoot. If you had Crossbow Expert Feat though - it can remove the disadvantage for shooting in melee so you could shoot twice with most ranged weapons - or three times with a Hand Crossbow thanks also to the feat giving an option for a Bonus Action.

Yes if you’re able to make multiple attacks with the Attack action, the Shove melee attack replaces one of them.
Unless noted otherwise, you can't use Two-Weapon Fighting with ranged weapons though, only with melee ones.
Two-Weapon Fighting: When you take the Attack action and attack with a light melee weapon that you’re holding in one hand, you can use a bonus action to attack with a different light melee weapon that you’re holding in the other hand.

If you are up close and personal, you’re just better off swinging a sword.

FWIW You don't need a melee weapon or even a free hand to try shoving a creature. So a leg kick or shoulder tackle is possible.
I like that visual:
Sparta kick. Enemy staggers back a few steps. Arrow to the chest.
ok, but I stand by my point.
