Any weapon marked as finesse can use dex instead of strength so it has nothing to do with the class. Monks just have an ability that expands this. Most ranged weapons use dex instead of str as well.
Most melee attacks are made with Str. Melee attacks with Finesse weapons may use Str or Dex. I'll call this "[normal]".
Monks use Dex or [normal] for unarmed strikes and monk weapons.
Astral Self monks use Wis or [normal] for unarmed strikes using their astral arms only.
Dhampirs use Con for their bite natural weapon (but can't use [normal] or any other [normal]-replacing stat for the bite).
Shillelagh uses spellcasting ability score or [normal] for attacks with the enchanted club, as defined by the class/feature that provided the spell. Usually that's Wisdom, but it may sometimes be Charisma if learned as a Warlock through the Tome Pact, or a Bard with Magical Secrets, etc.
Artificer Battlesmiths use intelligence or [normal] for attacks with their infused items.
Artificer Armorers use intelligence or [normal] for attacks with their armor's special attacks.
A hexblade warlock uses charisma or [normal] for attacks with their hex weapon.
Hello, are there any other classes with the ability to Use Dex instead of Str for attack/damage (or visa versa)? I hear rogue can but don't see where.

Classes, no. Though battle smith artificers and hexblade warlocks can use their spellcasting ability with certain weapons.
Like lathius said, whether you use STR or DEX is mostly determined by what weapon you use.
