Okay so at the top of my spells there is a +9 spell attack. My buddy says it's to hit and I say it's damage. Help us settle this please lol
It’s to-hit. Should be equal to your proficiency bonus + relevant stat modifier (possibly plus some magic item bonus).

Attack modifiers are to hit. Modifiers to damage would be called damage modifiers.
