I have a specific question. Lets say i made a disguise of a bugbear and rolled rather poorly. During another long rest could i try to fix or make the costume better, or is it pretty much up to my DM?

Technically, everything is up to your DM. But does your character know that your disguise is poor? Was it pointed out by a fellow party member? If your character knows that your disguise is crap and he actively tries to fix it, the DM will probably let you. If your character is oblivious to it though and you only ask this because you rolled low, that's basically metagaming which is frowned upon in the same sense that somebody who rolls a poor stealth roll and just says "I hide again... but better" and rolls again. It just makes no narrative sense.
I agree with kilthor about the meta-game aspects, and about it being up to your DM. That said, after a long rest, it seems reasonable that you would roll again. You’ve just been sleeping ( most likely) and your make up and such would probably need a touch up. The flip side would be, if you rolled well, you’d still make another check at the end of the next long rest, for the same reasons.
