Flyby is a feature and that would be up to the stat block of the particular dragon in question. I would say no dragons have it, but honestly, I have not researched every dragon in the recent Fizban book, so I cannot say for sure. The flyby feature does specifically avoid creating an opportunity attack when leaving the range of a hostile creature.
Dragons don't have the Flyby Trait so they provoke an opportunity attack when flying out of an enemy's reach. But if they fly high enought, they can remain outside of the reach of most creatures and still use their Bite or Breath Weapon without risk.

In general, a creature only has rules when the rulebook says it does. So if you can't find a rule anywhere, it probably doesn't exist, as is the case here, where Dragons simply don't have flyby built in.
If you're the DM they have whatever ability you want them to have.

It is apparently so hard to program Aberrant Mind and Clockwork Soul spell-swapping into dndbeyond they had to remake the game without it rather than implement it.
In addition to the Dragonnel, Fizban’s gives Dungeon Masters the unmistakably explicit* option of adding extra traits to dragons, one of which is Flyby.
*Of course, they could always do this, but some DMs feel the need for a RAW out before altering the game.

Did a quick search for "Flyby" and "Dragon". The only option that met both criteria was the Dragonnel.
Notably, you can still attack the dragon when they come INTO range is you have the polearm master feat.

The Monster Manual also tell DMs they can modify monsters. So if a DM wants any dragon in his campaign to have the Flyby trait, it sure can!
