So for the rune knights 3rd level feature Rune Carver, it says they count as magical runes. If that's the case does that also mean they are subject to dispel magic?
Dispel Magic does not de-power magical items, rather, it removes the effect of a spell on a magic item. So the Magical Runes will not provide any benefits if, say... they were within an Antimagic Field. But the runes themselves are not under the effect of a spell... just as Dispel Magic can't turn a +1 Sword into a regular Sword, but it can turn a Sword that's been empowered using the Magic Weapon spell back into a mundane Sword.
