I have a scenario in my mind, of a imprisoned wizard casting a spell that makes a group of guards release them then off themselves. However, the spells I've found (such as mass suggestion) specifically state that you can't order them to harm themselves. Am I missing a spell, or does no such spell exist? (Power word kill doesn't count)
Dominate Person allows the caster to dictate what specific actions the affected person takes, without the usual caveat about self-harm. It does allow for a saving throw each time it takes damage, and only works on a single target at a time.
Aside from that, I'm not sure that this particular scenario, and how you are intending to resolve it, would be welcomed at every table. Your DM might have some reservations about allowing this at their table.

So you are asking if there is a spell that is not only save-or-die, but also charms and controls the target before it kills them?
The dominate spells are about as close as you are going to get (and don't really have an Insta kill feature, but if there is a cliff nearby...). You might try wish or divine intervention (via cleric), because it is an effect on that level.
