I am running a campaign on the high seas, and I am wondering what stat to use for navigator tools and water vehicle checks. I cannot find this information anywhere in the handbook or dungeon Masters guide. Thanks!
Tools are deliberately not tied to skills, you're able to apply multiple stats to a tool, depending on how you argue it (example: using an herbalism kit could be INT, knowing how to identify the needed plants and proportions, or STR or DEX to do the crushing and grinding and getting only the bits you want into your final result). You want to check out the Tool Proficiencies section in XGtE for some examples of how to use each kind of tool, and examples of checks as well.
It is not specified by RAW. Best bet is to choose one you think appropriate, and stick with it, so it’s predictable and fair for your players. I’d personally go either int or wis for the tools, and for the vehicle, I could see dex, or if it’s a big ship and they have to turn the wheel, and it’s a heavy wheel, maybe str. Or even con to be able to just have the stamina to stand there and hold it in place. Str or con for pulling oars.

GoS has the largest section on ships in 5e. It isn't all very elegant and may not be fun for your group without editing, but it is a good place to start.
