When adventuring underwater, does the Elemental Adept feat override the resistance to fire damage that creatures which are completely immersed in water get? Or does being completely submerged override the feat? I know that the specific overrides the general, but both of those are specific.
Generally, monsters without fire resistance do not have fire resistance. Specifically when submerged in water, they do.
Generally, monster with fire resistance reduce fire damage by half. Specifically when the creature dealing that damage has the elemental adept feat, they don't.
So, because the underwater combat rules don't get even more specific and say something like "... even if this resistance would be negated by some other effect.", there's not even an issue of specific versus general going on between these two rules, and it is clear which applies.
