Also, does every new player have to start as a level 1 of their chosen class for their first campaign?
You can definitely start out as an Artificer at level 1. But a particular DM may disallow the class for a particular campaign if they decide it doesn't "fit", much like they might restrict what races you can choose. Either way, talk to the DM.
Campaigns can start at later levels if the group decides to, it's pretty common to start at level 3 or 5. But for a brand new player, it often helps to start off at level 1 since then you have fewer features and options to juggle when you're first learning how to play the game.
