That depends. What's the situation? Is the warhorse running away from someone who's pursuing it, or is it pursuing someone else who's running away? If so, we've got a chase on our hands, and there are rules for chases that place limits on repeated dashing. A warhorse only has a constitution bonus of +1, so it's going to have to start making constitution checks to avoid exhaustion starting on only its second turn.

for this scenario i was thinkin either a chase or have to get somewhere FAST. not planning for double dashing in combat.
didn't know about the chase rules tho, so this is what i was looking for i think.
Each additional Dash action it takes during the chase requires the creature to succeed on a DC 10 Constitution check at the end of its turn or gain one level of exhaustion.
so with a +1 con i get 4 free dashes (2 rounds = 720 ft) for third round if i double dash again would that be 2 con saves and 2 levels of exhaustion or 1 save and exhaustion?

It'd be 2 (note: they're not con saves, they're con checks, so no proficiency, barring something like the bard's Jack of All Trades; and you only get exhaustion if you fail), because you make a con check each additional time you dash, not each round.

so if i cast haste on my warhorse and use movement + dash action + dash hasted action the horse can move 360ft in 1 6 second turn.
would i be able to do this for the entire minute of haste and move a total of 3,600 feet?
Yes. Note, the spell is likely to end early and you get lethargic for one round - no move, no action, no nothing.
Dispel Magic, Concentration, and the spell ends eventually no matter what.
