while i know most answers are at a dm's discretion, what is the debate for if a player came into your game armed with something such as a box of magical item cards or got their hands on a deck of many things as purchases they've made to play, what rules would you set to allow them to use items in game
Are you talking about Adventure League play? There is category to post about that here: Adventure League.
But otherwise, characters have no possessions that the DM does not already approve of and grant. Players cannot just decide their characters have something.
Mog_Dracov is correct. Beyond the starting gear/gold 1st level characters start with what items are available for purchase or found as treasure is entirely up to the DM.
