So I'm currently prepping as a Level 5 Wizard with access to the Haste Spell. I'm trying to get some clarification as it relates to the spell. The extra action can only be used to take, among other things, the "attack action (one weapon attack only)". Is this reflective of only being allowed to take one attack action on your turn and using the other action to do something else or is it a specific reference to limiting the "extra attack" ability, which says that whenever you take the attack action, make a 2nd attack? The wizard obviously doesn't have extra attack. Therefore, am I allowed (under this spell) to cast 2 attack cantrips that each have a casting time of one action?
No you cannot cast 2 cantrips because casting a cantrip falls under the Cast a Spell action which is not granted by the Haste spell. And you are correct in that the Haste Attack Action can only be used to make 1 weapon attack.
Not having extra attack is moot as the Haste spell can be cast on another character that does have extra attack. Also Wizards can get access to extra attack through multiclassing or taking the Bladesinging subclass.
You can activate a magic item and cast a spell. Or if you have cast a spell that lets you do something as an action, (i.e. Maxmillian's Earthen Grasp), you can use your extra Haste action to do that.
Generally Haste is considered more of a support spell where you give it an ally than something you use yourself.
Typical ways people get multiple spells per round:
1) Bonus Action spells.
2) A concentration spell that uses a Bonus Action every round and casting a spell every round.

It is possible for a wizard to get extra attack.
Haste need not be cast by a wizard at all, and it need not target the caster, so there is no reason in general to assume a Hasted target is a wizard.
The action Haste provides can't be the cast a spell action. The text you're referring to is a limitation on what the additional action that Haste provides can be.

Isn't casting a spell from a magic item still casting a spell? Or were you saying this outside the context of haste?

Depends on the item. Scrolls, wands, staffs count as casting.
Weapons and armor usually are casting
Wonderous Items and Rings are iffy. Some are, some are not.
Potions, oils, etc. usually are NOT. (though oils tend to take more than an action)
Seems like it's going to be hard to get around this distinction, though.
