I have a rules question. If a player has a concentration spell and gets damaged, he might loose concentration on that spell at that time. But can a player stop concentration (by will) at any time, also on other peoples turns, or does it have to be during that players own turn?
Any time, anywhere. I know I've had a few times in heated combat where I've had drop concentration on Black Tentacles when one player ran right in the middle of the AOE of the spell.
Dropping concentration does not require any action, therefore you can do it any time you want. This can be strategically advantageous if you drop concentration on certain spells on an ally's turn just before they do a particular thing.
In one situation, an ally was paralyzed by a ghoul. On my turn, I levitated him willingly out of the reach of the enemies until he made his saving throw to shake the condition, then I ended concentration on the spell as his next turn started, so he could counterattack freely.

Yes, the concentration rules are very clear: “You can end concentration at any time (no action required).”
