I am a little lost on how an Artificer's Magic Item Adept class feature applies to crafting a spell slot. Does anyone have any clarity? Can they make a spell in 1/4 of a day or does that feature not apply scribing scrolls and only the crafting magic tables. Specifically interested in 1st and 3rd level spells. Thanks.
The rules for crafting magic items are ultimately up to the DM and they may rule however they feel is necessary for the balance of the game.
However, assuming your DM uses the magic item crafting rules as printed in the DMG here is how it works out.
A cantrip or 1st level Spell Scroll is a Common magic item. You must be able to cast to spell you are putting on the scroll, including having the appropriate spell slots. You must be character level 3. To craft it will normally take 50gp and 2 workdays to craft, each workday needs 8 hours spent crafting the item.
With the Magic Item Adept feature all the requirements stay the same but now it costs 25gp and takes 4 hours of work to craft a Spell Scroll with a cantrip or 1st level spell.
Spell Scrolls with a 2nd or 3rd level spell on them are uncommon magic items and so take longer and are more expensive to make. Again, you just be able to cast the spell you are putting on the scroll and be at least character level 3. Normally creating the scroll would cost 250gp and take 10 workdays. With Magic Item Adept that goes down to 125gp and 2.5 workdays.
Note that since Spell Scrolls are consumable that halves the crafting cost and time. If you are creating a permanent magic item then double the cost and time I listed for common and uncommon magic items.
