If a multi-class character is capable of using multiple different types of foci, can that character use any of their foci to cast any of their spells? For example, could someone with levels in both Wizard and Cleric cast their Wizard spells using the Holy Symbol on their shield? Or if that character had racial spells that were cross-class (say, a Hexblood casting Hex), could they use their Holy Symbol shield for that?
For characters that have racial spells that require an S, M component and don't have a spellcasting class, that means those characters MUST use the listed materials, not a focus, correct?

You're correct about racial spells and spellcasting foci. You can't use a focus for a spell unless the feature that granted you the spell says you can.
A spellcaster must use a focus for a specific class to cast a spell from said class, so a wizard/cleric would need an arcane focus for wizard spells and a holy symbol for cleric spells (or a component pouch, which would work for both). This is one of the reasons that it's important to know what class you get specific spells from.
A character with racial spells that require material components must use the listed materials whether or not they have levels in a spellcasting class. However, a number of features that grant the ability to cast a spell specifically bypass the need for material components.

If a racial spellcasting ability has material components that aren't negated by the race feature, then you'd have to have the material components.
Class spellcasting foci are dependent on which foci are specified for each class's spellcasting. So a druidic staff would still work as a Wizard's staff, but a Cleric's holy symbol wouldn't work for any other class that doesn't use Holy symbols as a Divine Focus.
