Yes, it can be used by other creatures. It disappears if it is more than 5 feet from you for 1 minute (10 rounds of combat).
The only invocation that other creature's can benefit from is the +1 from improved pact weapon. All the other invocations are worded so only you can use them.
The main constraint for the pact weapon is that it disappears of it is more than 5ft away from you for one minute. Also any existing pact weapon disappears when you use your Action to summon it.
Otherwise the fact that the damage it deals is considered magical or the +1 to attack rolls and damage from Improved Pact Weapon are properties of the weapon itself and don't care about the wielder.
The only benefit that only the Pact of the Blade Warlock can benefit from is using it as a spellcasting focus.
Edit: for clarification I am only referring to the Pact of the Blade and Improved Pact Weapon features.
Thirsting Blade, Eldritch Smite, and Lifedrinker can only be used by the Warlock who created the Pact Weapon. So it does not give a Sorcerer free Extra Attack or bonus damage, nor can anyone else deal extra damage and prone a target with your weapon (unless they have another means of doing so [i.e. Paladin Smite or Fighter Trip Attack]).

Is is possible for someone other than the warlock who made it to use a Pact Weapon?
If so, do the bonuses from things like Improved Pact Weapon still apply or is that only when the warlock uses it?

I'd say what matters most is the time. They can take it as far as they want within that 1 minute. That will cover most combat encounters no problem.
