Well first off, good luck getting a second instance of extra attack with a 3 level dip (since astral barrage is a level 17 feature)...
Also, extra attack doesn't stack. The only extra attack that attacks 3 times is a level 11 fighter. So a level 11 fighter/17 monk would be needed for this question to ever come up and by then you are almost level 30 and are way beyond what the game rules cover so just have your DM make it up.

Astral Barrage allows you to make three attacks instead of two when you take the Attack action (similar to the Fighter’s extra attack at 11th level) when using the arms.

Right. Like I said, if you aren't playing within the bounds of the rules, then a rules answer is not what you need. Just ask your DM.
The RAW answer is it doesn't give you a benefit anymore if you already have 3 attacks because it was written for rules where that was impossible.
