I think many DMs would allow it, but I think strictly RAW it's probably not allowable and not RAI -- the wording is "you can use the drake as a mount," versus phantom steed's "you or a creature you choose can ride the steed." But since the drake is "friendly to you and your companions, and it obeys your commands" I don't think most reasonable DMs would prevent you from ordering it to carry your low-AC spellcaster to keep them out of range for a few rounds or whatever.
Once the Drake companion reaches large size and becomes a flyable mount, can you allow other party members to ride it?
