I would not allow the spell itself to perform such, no. However, if the player is conversing with target in the dream state, I would allow them to roll to persuade while speaking, to convince the target that it's a good/bad idea in the dream. When the target woke up, it would recall the conversation and how it felt regarding the subject matter. Maybe this persuades it to follow the same course of action, maybe the target blows it off as 'just a dream'.
