I looked around and couldn't find a clear answer for this. Digging around it seems staffs can be used as quarterstaffs unless otherwise noted for the item. Does this mean you can use Polearm Master with staffs since they can be treated as quarterstaffs for the purpose of this feat, or not because they're still technically just staffs? Thanks.
Quarterstaff and Staff are only seperate items because the Staff is a Quarterstaff that has been especially made as an arcane focus in addition to being a Quarterstaff. The Wooden Staff is similar but for druids to use as a druidic focus.
Get a Wooden Staff, a shield, the shillelagh spell and the Polearm Master feat and you can be a pretty decent Wisdom-based melee combatant (or whatever your spellcasting stat may be). It's a fairly well known combo.

Yes, Polearm Master applies to Staffs that can be used as quarterstaffs.
