Shapechange. Turn into something with Legendary Resistances, and whenever you use those to auto pass otherwise failed saving throws, turn into another creature with Legendary Resistances. This gives you great staying power, because each time you shift into another creature, you get all of that creature's features except your hit points don't increase by shifting, and you don't get Legendary Actions. But Legendary Resistances are something different than Legendary Actions and are thus gained when you shift into a creature that has them.
The iconic Wish spell since it can be any spell in the game of 8th level or lower with no risk (or material component). Any other spell in the game or anything else you can imagine with a risk of being unable to cast it again but in the right situations nothing can really replace Wish ... as much fun and usefulness are in the other 9th level spells. -
As a DM, nothing brings me more joy than using Power Word Kill on a PC when they don't expect it.
My current campaign has a villainous group that the party knows had been keeping tabs on them. The party just hit 11th level, and raided a base of the villains. The bad guys were prepared, though. Traps set up specifically designed to stop the party composition, two mages to bait out the Wizard's reaction (they knew how much he loved to Counterspell) - and then the other simply told the Wizard to die. And die, he did.
So very fun. Adds a ton of weight to the enemies when you make the PCs realize the power they have.

I like True Polymorph mostly for the shenanigans potential. It's probably not the absolute most useful spell in the game, but you can do a lot of wacky stuff with it. Catch the Big Bad with it under the right conditions, and you can turn them into a spork for all eternity.
For a player, the most useful spell is clearly wish, followed by true polymorph, as they are the most broken spells. As a DM, imprisonment is probably the most useful plot device.

It is apparently so hard to program Aberrant Mind and Clockwork Soul spell-swapping into dndbeyond they had to remake the game without it rather than implement it.
