Here is the hypothetical scenario. PC is captured, and placed in Dimensional Shackles(PC is capable of Misty Step) by a bad guy, owner of said Dimensional Shackles. PC’s party attempts a rescue, and kills said bad guy while PC is still shackled. What happens? Barring a DC 30 Athletics check by the PC, or a Knock spell, how does the PC remove the shackles? The item’s description says nothing about a key, and there isn't even attunement to be broken when the owner was slain.
The Dimensional Shakles are not magic items with attunement so i interpret the way to break free to be specific rules over the general rule for mundane manacles. Such magical shakles can only be broken free every 30 days. As a DM i'd allow other creatures to help you break free, especially to move the story.
Dimensional Shakles: Once every 30 days, the bound creature can make a DC 30 Strength (Athletics) check. On a success, the creature breaks free and destroys the shackles.
The shackles hold a creature that is small to large. Make them Tiny or Huge. An anti-magic field would also make them regular shackles, if the party has someone who can cast that and the DM leaves a scroll for them to find, though that's got a high chance of failure, especially for low-level parties.

Actually, a simple Knock spell will open them...unfortunately no one in the party has that spell currently.
