On the Rune Carver feat/background. If a Rune knight character has that background and takes the feat, at what level does he cast? Example, Armor of Agathys. What level is the armor if an 8th level Rune Knight cast the spell? He has no caster level, but is an 8th level character, is the Armor cast as an 8th level spell and therefore has 40hp and does 40pts of cold?
What level is a spell if you cast it without a spell slot?
Such a spell is cast at its lowest possible level, which is the level that appears near the top of its description. Unless you have a special ability that says otherwise, the only way to increase the level of a spell is to expend a higher-level spell slot when you cast it.
If you cast a spell with the Rune Carver feat, it will always be at 1st level. The feat doesn't provide any opportunity to cast the spells at higher levels without using spell slots.

This answer from the SAC should clear it up.
