The Robe of the Archmagi gives you a new AC formula and Advantage on certain Saves. A Cloak of Protection gives a bonus to AC and saving throws. I suspect you are specifically asking about AC. a bonus to AC will stack with all AC formulas and other bonuses unless the rules of the bonus say otherwise.
Wearing and attuning both items will give you an AC of 15 + Your Dexterity Modifier + 1

I guess it's from computer gaming, where you're not playing properly unless you have every single possible item slot filled with the best possible items...
