Hello, I recently awarded a party member in a campaign I run Dragon Scale Mail. I am confused as to what feature(s) of the item requires attunement. The first paragraph is flavor, and the second paragraph is prefaced with "While wearing this armor[...]". Is the third paragraph really the only benefit that is locked behind attunement?: "Additionally, you can focus your senses as an action to magically discern the distance and direction to the closest dragon within 30 miles of you that is of the same type as the armor. This special action can’t be used again until the next dawn."
You need to be attuned to the item to gain any of its benefits. Even though it starts with "while wearing your armor," you can't really apply any of the sentence at all until you've attuned to the item.

While wearing this armor, you gain a +1 bonus to AC, you have advantage on saving throws against the Frightful Presence and breath weapons of dragons, and you have resistance to one damage type that is determined by the kind of a dragon that provided the scales (see the table).
Additionally, you can focus your senses as an action to magically discern the distance and direction to the closest dragon of the type of armor within 30 miles of you. This special action can't be used again until the next dawn.
Without attunement, the characters AC will be as if wearing scale mail (14+Dex Mod). Attuning gives the benefit of resistance to a damage type, advantage against Fright Presence, and dragon breath weapons, ability to discern the distance of a dragon type, and the +1 AC.
Without becoming attuned to an item that requires attunement, a creature gains only its nonmagical benefits, unless its description states otherwise. For example, a magic shield that requires attunement provides the benefits of a normal shield to a creature not attuned to it, but none of its magical properties.

Thank you both for the response. I do find it strange that the +1 to AC, presumably from the dragon scales, requires attunement to work, but the rules as a whole seem clear. If "While wearing this armor[...]" means you didn't need attunement for the effect, something like the Pearl of Power with "While this pearl is on your person" would have no reason for attunement.
As a further bit of clarification, should the third paragraph of the item be taken to also require you to be wearing the armor while attuned in order to utilize it?
