In general, if it’s purely a cosmetic change, like, my armor is green, then have at it. If you start trying to say, because my armor is green, it should be easier for me to hide in the forest, that’s where it’s a problem. So, adding pockets, sure, just don’t say that helps you avoid encumbrance limits or something. But, as plaguescarred said, ask your DM for final rulings.

Are there any rules or tables for making alterations to items? Like changing the look of a set of armor. or even just like adding pockets to clothes.
No rule or table per se but anything is possible with the DM approval.
