Spells and Extra Attack have been discussed forever but I was not able to find an answer regarding this specific instance. DDB lists Chill Touch as an Attack Action on the character sheet and the description says make a ranged melee attack.
So the question is would you be able to cast it twice with extra attack or make one weapon attack and one chill touch attack since it's listed at an attack?
Nope. It's a spell. Extra Attack only applies to the Attack action, which only lets you make attacks with weapons.

The problem is they used the word "Attack" as both the "Attack Action" and what you do IN the Attack Action.
Lots of people make this mistake. The Attack Action is entirely different than the number of attacks you get in the Attack Action.
Any round you use an action to cast a spell that is it, you are done.
To my knowledge the only time you can use Extra Attacks with a spell is with Bonus Action spells that create a weapon(s). This includes spells like Shadow Blade, Magic Stone, and Shillegah. and POSSIBLY Flame Blade (that last one is questionable due to the wording of Flame Blade. Given it is a relatively weak spell I would let it work.)
The fact that spells are grouped under 'Attack' on your DDB sheet for convenience does not override the rule which says they require the Cast a Spell action to use

A couple of notes to add here: 1. Bladesinger Wizards and Eldritch Knight Fighters both get the ability to cast a cantrip within an Extra Attack feature, but those are exceptions to the rule. 2. The fact that Chill Touch is listed as an attack has a few in-game rules related. While it isn't part of a normal Attack action, it can still get critical hits and is subject to other rules that apply to attacks that don't specify spell or weapon attacks.
