No, you can cast a spell as an action and another as a reaction just fine. The only restriction is if you cast a spell as a bonus action, in which case you can’t cast another spell before or after it, unless that spell is a cantrip with a casting time of 1 action
Generally, spells that are cast as reactions aren't cast on your turn, although there are exceptions to that rule. The rule that you pointed out above only says that you can't cast another spell "during the same turn."

A good example of when it could come up is if someone counterspells your bonus action spell. You’d be unable to try to counterspell their counterspell.

There are lots of ways you can cast multiple full level spells in the same round.
Thieves Reflexes give you two turns in a round, Action Surge lets you cast two leveled spells, Time Stop lets you cast many spells.

Absolutely incorrect. The rule is quite clear. If you cast a spell as a bonus action, the only other spell you can cast on that same turn is a cantrip with a cast time of one action. A reaction spell is not that, so you cannot cast it.
