So, if two characters both have the speak with animals spell, but do not share a language, can they understand each other? Or do they need to find an animal translator?
They would need to find an animal to serve as a messenger. The spell grants you the ability to speak to and understand beasts, it does not grant a language.
"You gain the ability to comprehend and verbally communicate with beastsfor the duration." So yes, you would need a sort of middle man to speak with each-other.
Considering that most Beasts have an INT stat of 3 or less, it's very likely that two characters who do not share a common language can nevertheless use symbols, drawings, and body language to convey roughly the same degree of complexity of information as they would using an beast as a go-between.
