Is there an opposite to the Barbarian's Reckless Attack? What I am looking for is can a Fighter or Paladin take disadvantage on all attacks they make and make all attackers have disadvantage against all attacks in a round?
No, I don't think so. (it might scale to well with # of enemy to be a balanced feat)
But if you really don't care about your damage output.... Dodge action. Highly underrated action esp if you have Sentinel feat
Or if you are a range style fighter, drop prone with your cross bow at least until the enemy closes the distance will give all your ranged attackers diss adv on you. And in 5e standing back up doesn't provoke AO, so if they dash to get to you, you will be able to stand up before they get a swing at you next round.
Since you're going to miss attacks anyway, I'd rather just use the Dodge action than invest a class feature into something like that.

The barbarian subclass in the new Tal'Dorei book, Path of the Juggernaut, has something very much like that:
Resolute Stance
Also at 6th level, you can temporarily refocus your combat ability to make yourself a bulwark of defense. At the start of your turn (no action required), you can assume a defensive stance that lasts until the start of your next turn. While in this stance, you can’t be grappled, attack rolls against you have disadvantage, and your weapon attacks are made with disadvantage.

That depends. Are you a player or the DM? Because there isn’t anything like that officially, but there is if the DM says there is.
