Hm... scrolls cant be used unless the spell is on your class/subclass spell list. If its above your level, you need an arcana check to see if it works.
Tattoos.... just work, no restrictions. They're almost like potions. The more i think about it, the weirder tattoos are.
Actually, if they allowed the artificer / alchemist subclass to make tattoos, that would help boost a weak subclass. Alchemist could be such an awesome subclass, but every iteration ive seen is so dissapointing.
