Circle of Stars: You have the Guiding Bolt. spell prepared. It counts as a druid spell for you. Wisdom is your spellcasting ability for your druid spells, since your magic draws upon your devotion and attunement to nature. You use your Wisdom whenever a spell refers to your spellcasting ability.
The Celestial: The Celestial lets you choose from an expanded list of spells when you learn a warlock spell..1st level: Guiding Bolt. Charisma is your spellcasting ability for your warlock spells, so you use your Charisma whenever a spell refers to your spellcasting ability
The Warlock feature says the spell is added to your spell list and the Druid feature says that the spell counts as a Druid spell so both would use the normal casting stat for that class/character.
If, for whatever reason, you end up with it available from both classes, you get to choose at the time you cast it. (It is not based on whether you used a normal spell slot or a pact magic slot -- you're allowed to use those slots interchangeably.)
