I get the action economy limitations saying they can't get an extra regular attack, but...
Can they have a shield in one hand and weapons in 2 others so they can get the +1 AC bonus form Dual Wielder "You add a +1 bonus to AC while you are wielding a separate melee weapon in each hand" and still use a shield, thus getting a total of +3 to AC? After all they have 4 hands. One will not have much use, but they could have a standard non-light weapon, a light weapon and a shield even if you insist that the shield be used by an upper arm. At the least, they can use 2 weapons and a shield, right?

Somebody might say RAW you needs weapons in each hand.
I would allow it. Technically, you have weapons in true hands or false hands and a shield on a true hand. So works for me.
