In the players handbook it says, “You choose when to take a bonus action during your turn, unless the bonus action's timing is specified, and anything that deprives you of your ability to take actions also prevents you from taking a bonus action.” under bonus actions in the order of combat section in chapter 9.
If you cannot take an action, you cannot take a bonus action.
Since we're talking about the spell, Bestow Curse has one of the coolest upcast features I have seen for a spell. Cast it at level 5 or higher and it's no longer a concentration spell.
Does it make a difference that the spell forces the target to 'waste' their action rather than preventing them from taking an action?
good catch. As it says wastes instead of loses, and similarly with stinking cloud saying you must spend your turn, I would agree that bonus actions are still on the table.
I guess it comes down to whether you interpret the line "it wastes its action that turn doing nothing." as meaning all actions (of which bonus action is a type), or literally just wasting its action with bonus action, reaction, and movement being available. The "doing nothing" part of the sentence leads me to believe you lose your whole turn.
But I can certainly see the argument the other way as well.

One of the option for the spell Bestow curse is:
While cursed, the target must make a Wisdom saving throw at the start of each of its turns. If it fails, it wastes its action that turn doing nothing.
In this case, can the target use the bonus action and the reaction?
You can, apparently. Jeremy Crawford answered that question in regards to stinking cloud.
